Қазақстандағы демографиялық процестерді реттеудің институционалдық-құқықтық негіздері

Институционалдық-құқықтық база Қазақстандағы демографиялық процестерді мемлекеттік реттеу жүйесінің негізгі элементі болып табылады. Мақаланың мақсаты – еліміздегі халықтың табиғи көбею процесіне әсер ететін негізгі факторларды анықтау және тиісті институционалдық және құқықтық базаны бағалау. Зерттеу процесінде басқару жүйелерін зерттеудің функционалдық-құрылымдық әдіснамасы пайдаланылды, ол зерттеу объектілерін өзара байланысқан элементтерден тұратын интегралдық формациялар ретінде қарастыратын әдістер жиынтығы. Оның құралдары демографиялық және басқа да процестерді ретт-еудің институционалдық және құқықтық негіздерінің құрылымы мен иерархиясын, қолданылатын басқару және басқару нысандарын ескере отырып анықтауға мүмкіндік береді. Содан кейін нормативтік құқықтық құжаттардың мазмұнын институционалдық талдау негізінде олардың сапасын және олардың арасындағы қалыптасқан байланыстардың сипатын бағалау, сондай-ақ бар проблемаларды анықтау. Функционалдықұрылымдық әдістемені қолдану Қазақстан халқының табиғи өсімін арттыру процесіне негізінен мыналар әсер ететінін анықтауға мүмкіндік берді: гүлденген дәстүрлі отбасы; тиімді денсаулық сақтау жүйесі; әлауқатының жеткілікті деңгейі. Зерттеу нәтижесінде біздің еліміздің халқының ұдайы өндірісінің сипатына әсер ететін процестерді реттейтін нормативтік құқықтық актілердің негізгі тенденциялары мен кемшіліктері анықталды. Оларды жоюға бағытталған шаралар белгіленді.
