Қазақстан өңірлерінің экономикалық әлеуеті: әдістеме, салыстырмалы талдау және рейтингтік бағалау

Бұл зерттеудің мақсаты – Қазақстан аймақтарының мысалында аймақтардың экономикалық әлеуетін салыстырмалы бағалау әдістемесін әзірлеу және сынау. Мақалада аймақтың экономикалық әлеуетінің (ЭӘ) концепциясы мен құрылымына қатысты әртүрлі көзқарастарды қарастыру негізінде осы категорияны анықтауға, мазмұнына және бағалау әдістемесіне автордың көзқарасы ұсынылған. Авторлар 2000 жылдан 2021 жылға дейінгі кезеңдегі Қазақстанның барлық аймақтары бойынша статистикалық материалдарды өңдеді (кейбір көрсеткіштер бойынша талданатын кезеңдер өзгереді). ЭӘ талдау әдісі ретінде авторлар экономикалық әлеует деңгейі бойынша аймақтың кешенді рейтингтік бағасын алуға мүмкіндік беретін көп нұсқалы салыстырмалы талдауды қолдануды ұсынады. Авторлар таңдалған критерийлер – зерттеу кезеңінде орташа алынған әлеуметтік-экономикалық көрсеткіштер негізінде Қазақстанның барлық аймақтарының экономикалық әлеуетін талдады. Бұл ретте авторлар әрбір құрамдас бөлік бойынша: инвестициялық, инновациялық, еңбек, индустриялық, әлеуметтік, экологиялық әлеуеттер, сондай-ақ тұтастай алғанда экономикалық әлеуеттің кешенді көрсеткіші бойынша ел аймақтарының позицияларын егжей-тегжейлі қарастырды. Жалпы, рейтингтік бағалау нәтижелері бойынша Атырау облысы, Алматы қаласы, Астана қаласы ең жоғары экономикалық әлеуетке ие болса, Маңғыстау және Алматы облыстары ең төмен ұпай жинаған. Салыстырмалы талдау Қазақстан аймақтарының күшті және әлсіз жақтарын анықтауға, позицияларды қай бағытта дамыту және жақсарту керектігін анықтауға мүмкіндік берді.Мақалада әзірленген аймақтардың экономикалық әлеуетін салыстырмалы талдаудың тәсілі аймақтарды ЭӘ -нің жеке құрамдас бөліктері бойынша да жіктеуге, сонымен қатар жалпы алғанда ЭӘ деңгейіне кешенді баға алуға мүмкіндік береді, бұл жекелеген аймақтарды әлеуметтік-экономикалық дамытудың жоспарлары мен бағдарламаларын жасау кезінде сараланған тәсілді пайдалануға мүмкіндік береді.
