Повышение эффективности упавленческой деятельности акимов аулов Республил Казахстан

Целью статьи является изучение механизмов повышения управленческой эффективности сельских акимов в Республике Казахстан на примере сельских округов Актюбинской области и выработка рекомендаций. Повышение уровня занятости, качества жизни, доступности социальных услуг, сельской инфраструктуры для сельского населения Казахстана возлагается на акимов сельских округов. Проводимые реформы по вопросу введения в Казахстане института выборов сельских акимов, децентрализации полномочий и расширения компетенции акимов сельского уровня, внедрения самостоятельных сельских бюджетов позволят укрепить низшее звено исполнительной ветви государственной власти. В свою очередь, аким, избранный населением, может оптимально решать местные вопросы совместно. Эффективность деятельности акимов определяется характеристикой успешности профессиональной деятельности государственных служащих с точки зрения степени достижения планируемого результата и желаемого социального эффекта, а также соотношения достигнутых результатов деятельности с ресурсами, затраченными на ее реализацию. При написании статьи использовались методы наблюдения, опросов, фокус-группы, анализа, систематизации и обобщения. В определении эффективности деятельности сельских акимов методами обучения как, фасилитация и брейншторминг выявлен ряд проблем и пути их решения. Также были получены материалы об акимах в Управлении экономики и бюджетного планирования Актюбинской области и департамента Агентства РК по делам государственной службы по Актюбинской области. В качестве результатов исследования приводятся проблемные вопросы, выявленные в ходе обучения на курсах, семинарах сельских акимов Актюбинского областного филиала, и пути решения, выявленные различными активными методами обучения. В заключении предложены возможные пути решения проблемных вопросов, выявленных в ходе опроса и обучения. Дальнейшие исследования найдут отражение в научных работах докторанта.
