Қазақстан Республикасы ауыл әкімдерінің басқарушылық қызметінің тиімділігін арттыру

Мақаланың мақсаты Қазақстан Республикасында ауыл әкімдерінің басқарушылық тиімділігін арттыру тетіктерін Ақтөбе облысы ауылдық округтер мысалында зерделеу және ұсыныстар беру болып табылады. Қазақстанның ауыл халқын жұмыспен қамту деңгейін, өмір сүру сапасын, әлеуметтік қызметтердің, ауылдық инфрақұрылымның қолжетімділігін арттыру ауылдық округ әкімдеріне жүктеледі. Қазақстанда ауылдық әкімдерді сайлау институтын енгізу, ауылдық деңгейдегі әкімдердің өкілеттіктерін орталықсыздандыру және құзыретін кеңейту, дербес ауылдық бюджеттерді енгізу мәселесі бойынша жүргізіліп жатқан реформалар мемлекеттік биліктің атқарушы тармағының ең төменгі буынын нығайтуға мүмкіндік береді. Өз кезегінде халықпен сайланған әкім жергілікті мәселелерді бірлесе оңтайлы шеше алады. Әкімдердің қызметінің тиімділігі жоспарланған нәтижеге қол жеткізу дәрежесі мен қалаулы әлеуметтік әсер тұрғысынан мемлекеттік қызметшілердің кәсіби қызметінің табыстылығының, сондай-ақ қызметтің қол жеткізілген нәтижелерінің оны жүзеге асыруға жұмсалған ресурстармен ара қатынасының сипаттамасымен анықталады. Мақаланы жазу барысында оқыту семинарларында жүргізілген бақылау, сұраулар, фокус-топ жұмысы, талдау, жүйелеу және жалпылау әдістері қолданылды. Ауыл әкімдерінің қызметінің тиімділігін анықтауда оқытудың фасилитация және брейншторминг әдістерімен бірқатар мәселелер мен оны шешу жолдары анықталды. Сонымен қатар, Ақтөбе облысы экономика және бюджетті жоспарлау басқармасы мен ҚР Мемлекеттік қызмет Істері Агенттігінің Ақтөбе облысы бойынша департаментінен әкімдер туралы мәліметтер алынды. Зерттеу нәтижелері ретінде Ақтөбе облысы филиалында ауыл әкімдерінің курс, семинарларда оқу барысында анықталған мәселелер мен әртүрлі әдістермен анықталған шешу жолдары келтіріледі. Қорытындыда, Ақтөбе облысының 57 әкіміне жүргізілген сұраулар мен оқу барысында анықталған мәселелерді шешу мүмкіндіктері айқындалады.
