Аннотация
Целью исследования является количественная оценка доступности инфраструктуры для ведения бизнеса в регионах Казахстана. Оценка доступности инфраструктуры для ведения бизнеса в регионах Казахстана осуществлялась на основе опроса руководителей МСБ. Авторами рассчитан Индекс доступности инфраструктуры для ведения бизнеса в регионах Казахстана. Отмечено, что доступ к важнейшим видам инфраструктуры не превышает средний уровень, при этом самые низкие значения индекса наблюдаются в Алматинской области и ВКО. Анализ доступности МСБ к объектам инфраструктуры позволил выявить основные проблемы такие, как: бюрократия и сложности с разрешениями, высокая стоимость подключения и изношенность сетей, глобальные экономические и геополитические риски в Центральной Азии, неразвитость транзитных маршрутов между Востоком и Западом, недофинансирование в инфраструктурные проекты. Так, по данным экспертных прогнозов, при ежегодном инвестировании не менее 4% от ВВП к 2040 году может быть модернизирована изношенная транспортная инфраструктура в стране.
