Тарифтік емес кедергілердің Қазақстандағы саудаға әсері

Мақалада 2010 жылы Еуразиялық кедендік одағын (ЕАКО) құру нәтижесінде тарифтік емес кедергілерді (ТЕК) төмендетудің Қазақстан саудасына әсері қарастырылады. ТЕК азайту әсерін бағалау динамикалық гравитациялық моделі және эконометриялық PMG әдісі арқылы жүзеге асырылды. Фитосанитарлық нормалар жүйесін синхрондау және кедендік реттеудің бірыңғай жүйесін бекіту сауда құнын арзандатты. Бұл инновациялар ЕАКО елдері арасындағы ТЕК-ді қысқарта отырып, өз кезегінде елдер арасындағы сауда ағындарын арттыруы керек.
Модельдің бағалауы бойынша, ТЕК-дің қысқаруы Қазақстанның ЕАКО елдерінен импортын 33% ұлғайтты, бірақ бұл елдерге экспортқа айтарлықтай әсер етпеді. Яғни орта есеппен басқа өндірушілерге қарағанда қазақстандық өндірушілер ЕАКО-ге кіруден айтарлықтай пайда көрмеді. Бұл нәтижелер халықаралық ұйымдардың ЕКО құру нәтижесінде елдер арасындағы тарифтік емес кедергілер айтарлықтай төмендеді деген қорытындыларын растайды. Өкінішке орай, қазақстандық өндірушілер ЕАКО-ге кірудің артықшылықтарын толық пайдалана алмады және елдер арасындағы ТЕК азайғанымен, ЕАКО елдеріне экспорттың жалпы көлемі артқан жоқ. Ал елдер арасындағы кедергілердің төмендеуі басқа елдердің кәсіпкерлеріне Қазақстанға экспортты (қазақстандық импорт) 33 пайызға арттыруға мүмкіндік берді.
